Texas School Guardian Program

 

Help your district prepare authorized staff through structured Guardian training aligned with §411.1901, Texas Penal Code Chapter 9, and district Emergency Operations Plans (EOP). Delivered by experienced Texas law enforcement and school safety leaders.

Cinco Peso Training Group’s Texas School Defender (Guardian-aligned) Program, developed in 2009, was created with one primary goal in mind — to empower faculty members with the knowledge, skills, and ability to protect themselves and the children in their care while awaiting the arrival of Police, Fire, or EMS. Our program provides active shooter response training, threat assessment, lockdown procedures, and post-incident care to help control injuries and provide lifesaving aid when seconds count.

What Is the Texas School Guardian Program?

The Texas School Guardian Program allows a school district or open-enrollment charter school to authorize designated employees to carry a concealed handgun on campus as part of a locally adopted safety plan.

Authorization decisions remain with the district. Our role is to provide professional training aligned with:

  • Texas Government Code §411.1901

  • Texas Penal Code Chapter 9 (Use of Force)

  • District Emergency Operations Plans (EOP)

  • Texas Commission on Law Enforcement (TCOLE) firearms standards​

​Guardian Training Designed for Texas Schools

Our program is built on the principles of our established Texas School Defender framework and focuses on preparing immediate responders during the critical window before law enforcement and EMS arrival.

Firearms Qualification

  • Live-fire proficiency with the firearm intended for campus carry

  • Standards meeting or exceeding TCOLE benchmarks

Active Threat Response

  • Shelter in Place vs. Direct Response

  • Threat identification (indoor, outdoor, common areas)

  • Crisis intervention and de-escalation

 

Emergency Medical Response

  • Traumatic wound care

  • Survival mindset and emergency care application while awaiting EMS

 

Each course includes classroom instruction, live-fire qualification, and scenario-based practical exercises.
