Retired Texas Ranger Lieutenant with 32 years of service to the Texas Department of Public Safety. Jay began his career in 1986 with the Highway Patrol, advanced to Pilot Investigator in the DPS Aircraft Section in 1991, and was promoted to the Texas Rangers Division in 1998.

Jay is a graduate of the University of Tennessee National Forensics Academy. He served on the Texas Rangers Crime Scene Investigation Working Group and instructed Rangers in statement analysis, constitutional law (4th, 5th, and 6th Amendments), crime-scene photography, report writing, and case management.He was promoted to Lieutenant in the Texas Rangers, served on the Lieutenant Training Committee (chairing it for several years), and was Lieutenant over the Region 5 Crisis Negotiation Unit —overseeing 30 negotiators responsible for 72 counties.
